Choose between one of 15 specialisations to refine and advance your skills or choose the general stream to be exposed to a variety of disciplines.  

The Master of Public Policy (2 years full time) is a cross-disciplinary program that will expose you to diverse perspectives on current and emerging policy issues and equip you with the skills to develop innovative, evidence-based responses.

The Master of Public Policy will develop your policy analysis skills from teaching approaches that combine theory and practice. In design, advocacy and evaluation, you will build exceptional political and program management capabilities. 

You will delve into the processes and challenges of policy formulation, implementation, management and evaluation in complex policy environments. Working alongside your peers, you will debate and reflect on the challenges of the governing public policy in a dynamic, interconnected, global and increasingly digital world.

The Contemporary Regulation  Specialisation will introduce you to the theory and practice of regulation and governance, providing tools that can be used to understand governance problems and to develop adaptive and effective responses at a local, national and global level.  

The compulsory courses provide you with a solid foundation in the concepts, processes, institutions and practices of regulation and governance, while the elective courses allow them to apply those ideas to a range of domains, including disruptive technology, global business regulation, restorative justice, and climate and health policy.

The Economic Policy Specialisation will allow you to explore the nature and role of markets (microeconomics) and the measurement, growth and operation of the aggregate economy (macroeconomics). You will consider the forms of government intervention and policy instruments, including fiscal policy, monetary policy, regulation, service provision, redistribution and taxation. Electives provide opportunities for you to study a range of economic policy issues facing most countries both domestically and in the international realm, including economic growth, unemployment, inflation, international trade, foreign investment, and liberalisation.

In the Environment and public policy Specialisation, you will analyse the challenges and opportunities that environmental issues present to public policy, and consider responses to these from national and international systems of governance. Courses in the specialisation adopt an interdisciplinary approach and provide you with a grounding in relevant frameworks, theories and practical tools to analyse environmental issues and their governance. This specialisation is aimed at an ever-widening range of people who are, or are hoping to become, environmental professionals in government, business, and community sectors.

The Foreign and defence policy  Specialisation will provide the opportunity to gain expertise in the foreign policy and defence policy decision-making processes of major powers in the Asia-Pacific region, including Australia. You will also be able to develop skills in the analysis of changes in the strategic environment, and the role foreign and defence policies have in responding to these changes.

The Global development policy Specialisation, allows you to examine the roles and approaches of key development actors, both state and non-state, and the ways in which they shape both national and global policy. Core courses provide you with solid understanding of theories and debates in development, and introduces advanced policy analysis skills for analysing policies. Options within this specialisation cover a range of topics such as the Sustainable Development Goals, poverty reduction, social policy, political institutions, gender, and human security.

The Health Policy Specialisation equips you with a solid understanding of the design and functioning of health policy and systems within a globalised context. It is a multi- disciplinary and globally oriented program that enables critical, conceptual and problem oriented analyses and insight into a complex, technological and expanding policy field. From health policy formulation, health systems and institutions, to the transboundary characteristics of the field, including the demands and consequences of technology and health data, to challenges of social inequity and development policies, you are exposed to key concepts and debates about doing health policy in the modern era.

The Integrity and Anti-Corruption  Specialisation provides you with the theoretical concepts, skills and practical insights for improving governance, public trust and integrity. The stream challenges you to better understand and respond to the political, economic, and social complexities that can undermine integrity and lead to corruption. You will examine the policies, organisations and institutions that can build and undermine integrity. This includes examining the role of anti-corruption watchdogs, whistle-blowers, the public and private sectors, civil society, bribe takers and makers, and transnational crime groups. 

Indigenous Policy and Development

Offered by the ANU College of Arts and Social Sciences, the Indigenous Policy and Development  Specialisation you will learn from the experts, including staff from Australia's leading centre on First Nations economic and public policy issues - The Centre for Aboriginal Economic Policy Research (CAEPR) and practitioners working in government departments, and First Nations organisations and communities. You will graduate with an understanding of First Nations views and approaches to development, and be able to apply them to Indigenous policy and development activities, particularly in the Australian context. 

International Policy

The International Policy Specialisation provides you with an opportunity to explore this nexus and to focus on policy arenas of particular interest to them. Elective courses within this specialisation cover a wide variety of issues, including: global and regional governance, international trade, foreign investment, energy, environmental regulation, social policy, and the nature of globalisation. It is designed for you who are professionally engaged in policy making and administration with an international dimension or who take an interest in international policy.

The Policy Analysis  Specialisation will deepen your understanding of different approaches to policy analysis for informing decision-making and policy design, as well as analytic approaches for clarifying values and arguments and mediating interests. It provides an opportunity for you to develop and strengthen their policy analysis skills in a number of different traditions. Courses in the specialisation enable you to explore different forms of policy analysis such as cost-benefit analysis, statistical and econometric analysis and stakeholder analysis.

The Policy Communication specialisation engages you in the communicative aspects of public policy. You examine how actors both within and outside government seek to communicate, advocate and participate in the policy process. Particular emphasis is given to the form and nature of policy communication, persuasion, public engagement, and public talk. You will reflect critically on how the communicative landscape of public policy is changing in an era of digital technology and 24/7 news cycles. Electives provide a variety of courses through which you can deepen your knowledge of how actors communicate, campaign and talk in contemporary public policy.

Offered through the ANU College of Arts and Social Sciences, the Population Change  Specialistaion enables you to study population change issues with a focus on analysing demographic change in different contexts. The specialisation will equip you with skills in analysing and interpreting demographic data and indicators, and their application to economic and social issues in a comparative perspective. 

Public Finance

The Public Finance Specialisation engages you in the question of financing government and the interaction of tax, spending and fiscal policies with the market economy in an era of fiscal austerity, growing inequality and economic disruption. You will examine the policies, institutions and regulatory structures for raising public finance, and for managing public expenditures. You will examine principles and conceptual benchmarks of public finance policy including efficiency, equity and redistribution, and administration and compliance and will learn about the politics of taxation and expenditures. You will understand the core features of budget and fiscal institutions in the executive, legislature and role of the judiciary.  

Social Policy

The Social Policy Specialisation provides you with a deep and comprehensive understanding of the nature and challenges of social policy within nations and globally. Multidisciplinary in nature, this specialisation will provide insight into key theories, principles and approaches, providing a foundation for social policy analysis, development and implementation across a range of contexts. The social policy specialisation equips you with an understanding of the key actors engaged in social policy making – including the growing influence of ‘non-traditional’ actors.

Offered through the ANU College of Arts and Social Sciences, the Social Research Methods  Specialisation equips you with the methods and techniques for analysing a broad range of social science data and research questions. You are taught how to develop ypur own theoretically-driven social research questions and choose appropriate research designs. Identifying, interpreting and presenting research findings to a general audience is also an important part of the training provided.  

The focus of the Master of Public Policy on national and global policy issues attracts influential policy professionals from prominent areas of government in Australia and across the region.

Whether studying online or face to face, you will benefit from actively participating in our inclusive learning experience.  Real-time interaction, discussion and debate between our students and with convenors is a central part of the learning experience. Attendance at interactive classes is a key part of the learning design for both on-campus and online students.

They bring this knowledge and expertise to the classroom to inspire, challenge and support you as you carve your professional and personal pathway.  Our work integrated learning program complements our expertise and provides you with an opportunity to be immersed in an organization and gain valuable real world policy expertise whilst studying.

You will complete a combination of compulsory and elective courses to tailor their program to meet your professional goals.    

Scholarships

The Crawford School of Public Policy offers the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP). This scholarship is available to citizens of eligible developing countries to undertake study at universities renowned for their development research and teaching in key development areas.  

To apply for the JJ/WBGSP you must have already received an unconditional offer from ANU.  Please ensure you meet all the conditions of entry and submit your ANU application to ANU before mid-April. Further information can be found at Crawford School of Public Policy.

The Australian National University (ANU) offers a wide range of scholarships to students to assist with the cost of their studies.  

Eligibility to apply for ANU scholarships varies depending on the specifics of the scholarship and can be categorised by the type of student you are. Specific scholarship application process information is included in the relevant scholarship listing.  

Whether you are looking for financial support to start your studies at ANU or help to move away from home for the first time, we have scholarship opportunities for you and your situation. 

Graduate Certificate of Public Policy

For those unable to commit to the full 2 year (full-time) program, there are multiple pathway options for this degree including the Graduate Certificate of Public Policy, Graduate Certificate of Climate Policy, Graduate Certificate of Public Management, Graduate Certificate of Policy Design and Analysis and Graduate Certificate of Environmental Management. This 24-unit (6 months, full-time) certificate provides an introduction to the immersive Master's experience, as well as an option for an early exit. 

The Graduate Certificate of Public Policy, Graduate Certificate of Climate Policy, Graduate Certificate of Public Management, Graduate Certificate of Policy Design and Analysis and Graduate Certificate of Environmental Management are designed for students seeking to start or advance their careers.
